In
the 1990s, the ITS web site hosted a series of Executive Briefing
papers on emerging technologies of telecommunications of interest
to the 144 member nations of the ITU (International Telecommunications
Union) in Geneva. The ITU linked to the ITS Briefs through its
new Virtual Training Center. The Institute is reintroducing this
service.
A New Tech Brief is a condensed form of a larger research paper
on a topic of current importance. It is organized for easy understanding
of often-quite-technical material, e.g., for use by a potential
investor or busy executive with high interest but little technical
background in the topic.
The findings in these briefs are presented without apparent prejudice.
They do not promote a marketing concept, business plan or sales
strategy, or even make a set of recommendations. Rather, the idea
is to collect, organize and deliver the most relevant facts in
the most efficient way possible, leaving the decisions concerning
adoption or future use to the decision-maker.
These briefs are expected to be thorough (though not exhaustive)
and up-to-date. They will answer the most commonly asked questions
about the technology or technological process using the most currently
available sources. The answers given usually follow a designated
format such as:
1. What is the technology and how does it work;
2. What is its background and who is promoting it;
3. What specific problems is the technology designed to solve;
4. How does it interconnect with other media;
5. What are the economic, regulatory and other constraints at
work that influence its short and long-term viability, and
6. What are some successful and unsuccessful applications?
